The justice authorities of Oaxaca have initiated a criminal investigation and detained three people for the death of two Haitian girls, who fell into a septic tank at the 'Patos' foster home, a transit center belonging to the state DIF system. One of the detainees is E.J.B.Z., who served as the Head of the General Services Department of the foster home, while the other two individuals also worked at this same center. According to official data, the minors were passing through accompanied by their mother at this location when they reportedly disappeared, and during a search, they were found dead inside the septic tank. In this situation, the detained individuals were made available to the Public Ministry to determine responsibilities and strengthen the course of the investigations, ensuring objectivity, transparency, legality, and full respect for due process. According to information from the initial work, the minors were sheltered along with their mother at the transition center. The girls were playing in the area where a cistern is located within the shelter, where they were later found dead. The justice institution already has sufficient information to establish the first legal hypotheses of the case, which are being carried out with a gender perspective and a specialized focus on childhood, prioritizing the best interests of the child and maximum protection. They reported that due to the death of the two minors, specialized protocols were activated and a multidisciplinary team was formed from the Specialized Prosecutor's Office for Justice for Girls, Boys, and Adolescents. In addition, the Specialized Prosecutor's Office for Crimes against Women due to Gender, due to the nature of the facts, which require comprehensive intervention with a gender, childhood, and adolescence perspective. The president of the DIF Oaxaca system, Irma Bolaños Quijano, stated that she regrets this tragedy and that there will be no tolerance for anything, as she classified both deaths as an unacceptable event that demands justice and transparency. 'I have instructed the immediate and total collaboration with the competent authorities to determine responsibilities in accordance with the law. Likewise, I have ordered a comprehensive review of all DIF facilities in the state, with external supervision and immediate corrective measures,' she said. State Prosecutor for the Protection of the Rights of Girls, Boys, and Adolescents of Oaxaca, Yarib Hernández García, confirmed the news, which he described as 'a deeply painful tragedy.' Following this tragedy, the general coordinator of shelters, the director of the refuge, and also the director of the State DIF, Maribel Salinas, were dismissed and placed at the disposal of the justice authorities to carry out the corresponding procedures. There will be no impunity.
